Information on long-term care insurance exemption system due to the effects of new coronavirus infection

On this page, we will inform you about the long-term care insurance premium reduction and exemption system for people aged 65 and over who are affected by the new coronavirus infection.

  • From the viewpoint of preventing the spread of infection, please cooperate with the application by mail or electronic application as much as possible (the mailing address is the same as ” 4 Application destination “).
  • Application period: Reiwa 3rd year insurance premium → Until March 31, 4th year of Reiwa. Reiwa 2nd year insurance premium → Ended (until March 31, 3rd year of Reiwa)
  • Even if you have already received the exemption for the 2nd year of Reiwa and continue to receive the exemption for the 3rd year of Reiwa, the amount of income for the 2nd year of Reiwa and the 3rd year of Reiwa will decrease by 30% or more. It is targeted when it is expected.
  • The content of the exemption and exemption measures may change due to the revision of the standards indicated by the government.
  • After applying, we will send you a decision notification approximately one or two months later (if there are no defects in the content). For special collection (pension deduction), please wait until the amount is confirmed as we will coordinate with the pension insurer and switch to normal collection.
  • Please contact us as you may be eligible for a reduction or exemption due to a sharp decrease in income due to unemployment, low income, etc.
  • For long-term care insurance premiums for people aged 40 to 64, please use the national health insurance premium exemption system.

1 Those who are eligible for exemption

Livelihood maintainers who suffered from the following (1) to (3) due to the effects of the new coronavirus infection and who are 65 years of age or older in the same household (No. 1 insured person)

(Refer to the following. However, there are conditions for (3) depending on the income. (Refer to “2 Exemption details / Target period”))

(1) When the livelihood maintainer dies or suffers a serious disability (treatment for one month or more)
(2) When the livelihood maintainer abolishes, suspends or loses his job and has no income
(3) When the livelihood maintainer has no income When business income, etc. (* 1) decreases by 3/10 or more (* 2) 

* 1 Business income, etc. is an income type unit of business income, real estate income, forest income, or salary income. (Pension income and income from stock trading are not included)                                      

* 2  When the amount of income (expected) from January to December of the previous year and this year is expected to decrease by 30% or more.

The total amount of income in the previous year   other than income related to business income, etc., which is expected to decrease, is 4 million yen or less. (If the previous year ‘s income that does not decrease exceeds 4 million yen, it is not applicable. Income is the amount obtained by deducting necessary expenses from income.)

* If the above damage is caused by a cause different from the effect of the new coronavirus infection, the exemption is not applicable.

* Even if you have already received the exemption for the 2nd year of Reiwa and continue to receive the exemption for the 3rd year of Reiwa, the amount of income for the 2nd year of Reiwa and the 3rd year of Reiwa will decrease by 30% or more. It is targeted when it is expected to be done.

Even for other reasons, you may be eligible for a reduction or exemption application due to a sharp decrease in income due to a disaster or unemployment, low income, etc., so please contact us.

2 Exemption details / Target period

Reiwa 2nd year: Full amount of insurance premiums covered by the first insured from February 1, 2nd year to March 31st, 3rd year of Reiwa

Reiwa 3: Full amount of insurance premiums for the first insured from April 1, 1945 to March 31, Reiwa 4

* Target insurance premiums are the ratio of the previous year ‘s income such as business income damaged by the effects of the new coronavirus infection to the total income of the livelihood maintainer in the previous year (if there are multiple types of income, the effect). Income that has not been received is not eligible for exemption.)

* 1 If the total income of the previous year exceeds 2 million yen in (3), 8/10

<Calculation formula> Target insurance premium amount (A x B / C) x reduction exemption rate (full amount or 8/10) (D) = insurance premium reduction exemption amount

Target insurance premiums: Long-term care insurance premiums (A) × (total income of the previous year related to business income for which the number of livelihood maintainers is expected to decrease (B) / total income of the previous year of livelihood maintainers (C))

3 Necessary items for application

  • (2) Those that show the amount of income of the previous year (copy of final income tax return, etc.)

  • (3) Business income (sales / agriculture), real estate income, forest income, or salary income compared to January- December of the previous year and January – December of this year due to the effects of the new coronavirus infection. Documents that are expected to decrease by 30% or more in units of income type ( part of the book (copy), salary statement (copy), etc. after January of this year ).
    * In the case of unemployment closure, unemployment certificate (employment insurance turnover slip, etc.) (copy), dissolution registration (copy), etc.
    * In case of death or disability, a medical certificate, a recommendation for hospitalization for measures (copy), etc.

 * Even if you have already received the exemption for the 2nd year of Reiwa and continue to receive the exemption for the 3rd year of Reiwa, the amount of income for the 2nd year of Reiwa and the 3rd year of Reiwa will decrease by 30% or more. It is targeted when it is expected to be done.

 * Please note that if the above documents are missing or if the contents are incomplete, we will not be able to accept the exemption examination.

4 Application destination

・ Applications are accepted at the Long-term Care Insurance Office, Elderly Disability Support Division, Health and Welfare Center of your ward. (Can be mailed)

・ When sending by mail , please enclose the three items    ” 3 Necessary items for application ” (1) (2) (3) before sending.

・ When you come to the counter, please bring the necessary identification documents. (Long-term care insurance insured person’s card, my number card, driver’s license, driving history certificate, passport, health insurance card, etc.)
