Guide to the procedures for taking the written and practical exams for those who want to obtain a medium-sized license, a regular license, or a large special license, and who do not have any licenses at all or who have a moped license or a small special license. This procedure is for those who want to take the so-called “one-shot exam” without training at a designated driving school, and are 18 years of age or older.
The exam will be held only at the Chiba Driver’s License Center. Please note that it will not be held at the Nagareyama Driver’s License Center.
The process for obtaining a medium-sized license or a regular license is to pass the written and practical exams for the provisional license, and then take the written and practical exams for the full license in that order after practicing on the road for a set period of time, and then take the license course at a driving school before being issued the license. For large special vehicle licenses, you will be issued a license after passing the written and practical tests.
Those who have passed the written test will be directly informed of how to make a reservation for the practical test, so in this guidance we will explain the provisional license written test, which is the first test you will take.
Reception hours are
weekdays from 8:30 am to 9:00 am. We are closed on Saturdays, Sundays, national holidays, and the New Year holidays. In addition, we cannot accept applications after reception hours, so please come with plenty of time.

If you have a moped license, small special license, or provisional license, your driver’s license (provisional license)
If you do not have a driver’s license, you must bring a certificate of residence (a certificate of residence with your registered domicile for Japanese nationals, and with your nationality, etc., for foreign nationals, without your My Number (individual number) listed) along with any other identification that can verify your identity, such as a health insurance card, passport, or My Number card
Examination fee: 2,900 yen for those taking the provisional driver’s license theory test for a medium-sized license or regular license, 2,600 yen for those taking the large special license, 1,700 yen plus an issuance fee of 1,150 yen for those who have taken the skill completion test at a driving school and have a certificate of completion issued within 3 months of the date of issue
Foreign nationals, residence card, special permanent resident certificate, etc. The size of the application photo must be 3cm in height and 2.4cm in width, taken within 6 months, and must be clearly visible from the front, showing the top three quarters of the body, without a hat or background. You can also take your photo at the license center for a fee.

Those who do not currently have a license and are not taking the provisional license exam, but have had their driver’s license revoked in the past, must submit an original certificate of completion of the revoked driver’s license training course. Please note that you will not be able to take the exam unless you have taken the revoked driver’s license training course within one year.
Those who pass the written test will be required to take a driving aptitude test. If you use glasses, contact lenses, hearing aids, etc., please do not forget to bring them with you.
